15.20.050 Application for permit.

15.20.060 Consent of property owner required for erection.
No person shall erect any Banner without first obtaining and filing with the chief of planning the written consent of the owner, lessee, or person having possession of the property upon which such Banner or sign is situated. (Ord. 751 §1(part) (Exh. A)(part), 1988).

15.20.070 Processing and building permit fee.

15.20.090 Issuance of Banner approval.

Any advertising Banner which does not clearly fall within one of the classifications provided in this chapter shall be placed in the classification which the Banner, in view of its design, location and purpose, most nearly approximates. 15.20.100 Issuance of building permit.
Upon receiving Banner approval by the chief of planning, the building official shall issue a building permit for the approved vinyl Banner upon finding that the Banner sign application conforms with appropriate requirements of the Uniform Building Code. (Ord. 751 §1 (part)(Exh. A)(part), 1988).

15.20.110 Revocation of permit.

15.20.120 Variances--Generally.

The nature of the variance and the procedure involved in applying for and obtaining the same shall be as prescribed in Section 23.05 of Official Zoning Ordinance No. 591, except that action on a Banner variance shall be made by the board of architectural review. 15.20.130 Variances--Conditions or circumstances under which allowed.
A. The board of architectural review may grant a one-time variance from the sign standards if each of the following criteria is found applicable, except that no variance shall be given for enlarging Banner area:
1. Special conditions and extraordinary circumstances applicable to the property involved or its intended uses and which were not created by the property owner or the owner's tenant and which do not apply generally to other properties with the same land use; and
2. The literal enforcement of the Banner standards would result in unnecessary hardships inconsistent with the spirit and intent of this chapter; and
3. The variance of the Banner use corresponds with the land use as set forth in Article V of this chapter and will not be contrary to or materially detrimental to the public interest and welfare or injurious to conforming signs in the city.
B. The variance to be granted may set forth conditions and shall be one that will require the least modification of the prescribed regulation and the minimum variance that will accomplish that purpose. (Ord. 751 §1(part)(Exh. A)(part), 1988).
