1. Purpose and Intent. The purpose of this section is to establish a procedure to ensure coordination of the design of new Banners concurrent with the design of the project. 2. Applicability. A Master Banner Program shall be required for the following:
a. Any existing single-tenant building on which the owner proposes to add and/or modify four (4) or more Banners;
b. Any new nonresidential building;

8. Any Banner which is or may become a danger to the public or is unsafe;
