The following types of signs and banners are permitted in all Virginia Beach Districts and are exempt from sign permit requirements, but must be in compliance with all other stated requirements of this chapter:

6. The following banner types are exempt from permitting requirements but are subject to city Council review and approval by the planning commission. Except as specifically required below, city planning director shall determine the appropriate location, and design of the banner(s) based on the criteria set forth in section D. Virginia Beach code.

10. For lease banners in commercial zones , provided the banner does not exceed 96 ft.² in area. Multitenant centers and/or individual tenants totaling a minimum of 25 thousand square feet will be permitted one, double-sided banner not to exceed15 square feet. Duration of banner to be established by the director of planning;
11. Public party banners or notices, or any vinyl banner relating to an emergency, authorized by the city manager.
