8. No campaign or election banner shall be posted or displayed prior to ninety days before the date of the election;

The person or organization placing the banner and the owner and the occupant of the premises upon which the banner is placed shall each be responsible for the removal thereof. In the event it becomes necessary for employees of the city to remove such banners, the city may hold all or any of the abovementioned parties responsible for the costs incurred by the city in removing such banners.
