The purpose of this sub Section is to establish guidelines as well as standards for the regulation of banners, banner structures and banner programs, so as to assure adequate and legitimate identification of businesses as well as other activities, and to maintain and improve the overall quality of the the City. The number and area of banners as outlined in section C. are intended to be maximum permitted standards which do not ensure architectural compatibility. Therefore, approval of banner permits and banner programs in compliance with this subsection shall consider a banner's relationship to the appearance of the site and the nearby surrounding community, in addition with this Section.
(G.) These vinyl banner regulations are not intended to limit or control the content or message of banners.

Signs shall only be displayed or altered with a Banner permit approval unless otherwise exempted as described in Section 12 of the Salt Lake City municipal code.
