The Following Principles apply to all banners and signs within the regulatory scope of this Article D. of the Orem Utah municipal code and to all previous provisions of Article D, and override the more specific provisions.

Message Neutrality: It is Orem Utah's policy and intent to decide issues regarding banners in a manner which is proper and consistent with the freedoms of speech of both the USA and Utah constitutions, by enacting rules which are neutral in content, while recognizing the differences between the level of protection as to noncommercial and business or commercial messages.
5. Message Substitution: Subject by property owner's consent, a not for commercial message of any type or content might be substituted, in whole or part, for any allowed message or any noncommercial type message, provided that the banner structure or mounting apparatus is legal without considering the message content. Such substitution of the message may be used without the additional approval or permitting. also, any cheap banner display area that is available but not used, on any particular type of lot or parcel, can be used for custom full-color banners displaying noncommercial messages, such banners are hereby subject to a permit only when the banner qualifies as a temporary sign structure under the Orem Utah Building Code. The purpose of this provision is formost to prevent any favoring of regular speech over noncommercial speech, or by favoring of any particular message over any other message. This provision shall not create an increase to the total amount of signage allowed on a site; it does not create the right to a substitute
