A. Construction Project banners.
1. No more than two on-site banners may be erected in conjunction with construction projects. Such banners may be used for publicizing the future occupants of the building or the project owners and construction organizations and professionals participating in the project.
2. In a residential district, no such banner shall exceed six square feet in area, and no freestanding banner shall exceed five feet in height. In all other districts, no such banner shall exceed 32 square feet in area, and no freestanding banner shall exceed ten feet in height.
3. All such banners shall be removed before a final release on the construction is given by the Building Official.
B. On-Site Directional banners.
1. Directional banners may be erected for the purpose of facilitating or controlling the efficient or safe movement of pedestrians or vehicles through the streets of Ogden Utah on or to private property and shall be located on the property to which they pertain.

One small vinyl banner that is suspended beneath a canopy or other roof structure, perpendicular to the store front, and intended to identify business entryways from a walkway in a multi-tenant commercial or industrial building, may be permitted by the Community Development Director, if it is not directed at passing motor vehicles. Such banners shall have a maximum size of three square feet and shall be non-illuminated.
G. Banners and Portable vinyl banners. Except as otherwise provided in this chapter, banners and portable banners shall be allowed in the office professional, commercial and industrial districts subject to the following regulations:
