4. Removal. If for any reason the applicant fails to remove the banner within 30 days of written notice by the city of Abilene Texas, the City may cause said banner to be removed and shall apply the cost of such removal against the deposit. Upon written request of the applicant, the remainder of the deposit shall be returned.
