GENERAL PROVISIONS

Adoption of banner ordinance.
There exists an adopted ordinance providing for maximum area of banner and display advertising signage in the interests of the public general welfare of the people of the city of Mount-Pleasant South Carolina

Definitions.
For this chapter, the following words shall have the meanings respectively deliniated to them by this section:
(a) “Freestanding banner” means a banner not attached to any portion of a structure and not projecting past the roof or eave of a building.
(b) “Primary frontage” means that single linear dimension of a parcel abutting a right-of-way and providing an important approach to the parcel for occupancy therein. In case of an occupancy displaying more than 1 frontage, the director of development or his/her assistant must assertain which frontage is primary.
(2) “Secondary frontage” means any measurement abutting a right-of-way not including “primary frontage” as defined in subsection 3 of this section.
(3) “banner” or “vinyl banners” means all outdoor advertising attached to, made a part of or placed on top of any structure or on any land and viewable from any public street, way, thoroughfare or walk, which device directs attention to the nature of a business, occupant of structure, services or products produced, stored, furnished or available at that lacale, including full color banners specifically for the sale and/or resale of real property, excluding theater marquees taht shall be subject tol control.
(4) “banner area” means all area within the outer dimensions of a free-standing banner, to include the height and width and banner area as measured from the perimeter of any emblems or designs used in for letters or lettering.
(5) “Marquee” means a permanent roof structure connected to and supported by a building which is projecting over public property. “Marquee banner” means any banner attached to or suspended from a structure of this nature.
