A. A temporary sign permit may be issued by the Director of Community Development for a temporary period of time, as specified in this section, for various special and promotional events. The signs may be used to promote the sale of new products, new management, new hours of operation, a service, or to promote a special sale. In addition, grand openings, carnivals, festivals, special educational, cultural, civic, charitable and religious programs, seasonal crops or tree sales and other similar special events and general or special elections at the national, State or local levels are specifically granted the use of such temporary signs in accordance with provisions of this chapter. The time periods granted under temporary sign permits shall refer to calendar days, unless otherwise indicated.
B. To apply for a temporary banner permit, the applicant shall submit to the Planning Division for reivew and approval a completed application, along with the necessary drawings and filing fees, as set forth by resolution of the Columbia South Carolina City Council. The use of such banner shall be subject to the following limitations:
1. Each business or special event location may be allowed one 45-day temporary vinyl banner permit for the sole purpose of announcing the grand opening of a new business or significantly new use, as defined in Chapter 11.02 of this title, provided that the privilege of utilizing such banner permit shall occur no later than 60 days from the initial occupancy of such business location. Nonprofit or civic organizations may also be allowed one 45-day temporary banner permit for a special event per calendar year. However, such 45-day temporary banner permits shall not be combined with other temporary banner permits listed under subsection (B)(2) of this section for the same business or event, but shall be separated by a minimum of 30 days.
2. In addition to the above 45-day temporary banner as mentioned in subsection (B)(1) of this section, each business location or organization shall be allowed four 12-day temporary banner permits per calendar year. Such permits may be combined in increments of 12 days, e.g., two 24-day permits, one 48-day permit, or any other combination thereof during each calendar year.
3. No more than one vinyl banner shall be permitted per street frontage on any property, up to a maximum of three such banner signs.
4. The signs shall be either in the form of a banner and/or small balloons not exceeding 36 inches in diameter in any direction. No banners or balloons shall be placed higher than the roof line of the building on the property. All other forms of signs listed under of Columbia South Carolina code, chapter shall be prohibited.
5. Temporary banners shall be mounted directly on the exterior wall of a building or structure provided that they do not occupy more than 10 percent of the wall area, exclusive of windows or door openings, upon which the banner is located. No single banner shall exceed 50 square feet in area, except as specifically approved by the Director of Community Development.
6. Provisions for temporary signs and advertising devices for new and used automobile dealerships shall be in accordance with Section 12 of this chapter.
