2) Comprehensive banner program for commercial and other zones. b. At the time of site development review, an application as prescribed with the director, along with a fee prescribed by administrator, shall be submitted to the director then shall review it and then refer it without recommendation, in the same manner as the planning commission. The director shall keep all approved comprehensive banner programs, review all banner permits for compliance with the approved banner program prior to issuance of a banner sign permit.
d. An approved comprehensive banner program may be modified from time to time as seen fit upon application and fee, in the same type manner as initial approval of a the city's comprehensive banner program.
e. Comprehensive banner programs shall be reviewed with due consideration given to the following: by using the same background color system on all banners; using colors which are compatible with the design and architecture of the latest development, and generally limited to4 colors; using the same type of supports, or method of mounting for banners of the same type, and/or by using the same type of material for components, such as banner copy, cabinets and supports; and using the same form oflighting for all banners, or by using varied illumination determined to be compatible with development and the provisions contained herein; allowing limited use of different shades of colors for logos or other decorative design elements; identification of a city wide comprehensive plan for the location and number of all banners to be permitted for all planned development in the center or complex.
