Every vinyl banner or other advertising format which does not adhere with the provisions of the Hillsboro Sign/Banner Code, but which is legally existing on the effective date when adopted of the banner ordinance codified herein, will then on such date acquire the status to wit of nonconforming banner and shall be allowed only to remain in existence, subject therefore to the provisions of this muni section. (3) If the vinyl banner or structure is for the sole purpose of advertising goods manufactured or produced, upon the property which it is located, when the use changes/ceases to be conducted, or when such goods are no longer produced thereon, or when services are no longer available on the property;
(4) If the banner or structure is a directional banner or structure, when there not any reasonable need for directing anybody to the place which is upon such banner or structure upon the date of the adoption codified herein;
(5) If the banner or structure is legally not in compliance but does not fall within the categories set forth in the aforementioned subsection the banner may remain until the city demands its removal. Furthermore, In the event of such order by the city, the banner owners shall receive monetary assistance from the city equal to 80 percent of the cost of the banner with a new vinyl banner; provided, that the council determines that the new banner is of the same nature, size and type as the banner ordered to be removed. Also, Additional financial assistance may be granted, on a case by case basis where the city council finds that such amounts are necessary to avoid hardship for the owners of the banner;
(6) If the owner of a banner fails or refuses to accept the provisions of the removal order under subsection (a) of this section then the banner shall be removed by the banner owner within one calendar year from the date of the order by the city that the banner be removed
