Ornamental banners shall be displayed in agreement with the following provisions:
1. An ornamental banner is allow for displayed only on an improved lot along a street with vehicular access to the lot, or where located so as to be not seen from any street.
2. An ornamental banner will only be secured to a building or displayed on a pole affixed to land or a wall. and shall be attached in a manner that allows movement of said banner. When affixed to a wall, the banner shall be attached in a safe manner, as determined by the Coumbus Ohio Director. 4. Ground-mounted ornamental banner, for these purposes, shall be installed in alignment with the verticle plane, and shall be no closer to any right-of-way line than (15) feet. Said support will be set back at least (10) feet from any interior lot line.
5. No part of the banner shall extend beyond the roof line of the building. No part of a banner shall exceed (20) feet above the ground of the adjacent street.
6.. An ornamental banner visible on a lot, and facing toward a street, shall be less than the following limits, based on the intensity of the underlying zoning area, and the size of frontage of the lot.
7. No more than (2) banners for each unit shall be visible on a lot containing a (1) to (2) family residences. Each of these ornamental banners shall be less than (15) square feet.
8. Must be less than (1) banner for each (50) feet of frontage, ( maximum of (3) ornamental banners per lot) Each banner shall not exceed (15) square feet.
9. No more than (2) banners for each unit shall be visible and subject to:
(a) Each banner shall not exceed fifteen square feet.
(b) Each banner shall be attached to a wall that encloses the interior of the unit for which it is displayed. No portion of any banner affixed to the structure shall be mounted or visible higher than the second floor ceiling.
(c) The banner and any other mounting attachments on which the banner is visible shall be securely attached in a safe manner, as determined by the city director.
