The Sign code enforcement officer shall:
(1) Inspect any and all signs and banners which cause complaints to be filed by any person to the effect that a banner, billboard, or bannerboard is or may be existing in unlawful of this article.
(2) Inspect any banner, billboard, or bannerboard report, as hereinafter if then, by the fire, healthfulness or police department of this city as probably existing in unlawful of this article.
(3) Notify in writing the owner of the banner, billboard or bannerboard and all other persons having an interest in the real property upon which said banner, billboard, or bannerboard is maintained, as shown by the records of the Register of Deeds of the County of Grand Forks, of any vinyl banner, billboard or bannerboard found by the code enforcement officer to be a substandard banner within the standards set forth in this article that:
(A) The owner or interest holder must repair, remove or demolish said banner in accordance with the terms of this notice and this article;
(B) The owner or interest holder must demolish said banner or may have it removed or repaired in accordance with this notice and remain in possession;
if then, that any person notified under this subsection to repair, remove or demolish any banner shall be given such reasonable time, not to exceed forty-five (45) days from the date of the order to physically commence the work or act required by the notice for which is if then herein. The work or act required by the notice must be completed within such time as the code enforcement officer shall determine is reasonable under all the circumstances.
(4) Set forth in the notice if then in subsection (3) hereof, a description of the banner, billboard or bannerboard deemed unsafe, a statement of the particulars which make the banner, billboard or bannerboard a substandard banner, and an order requiring the same to be put in such condition as to comply with the terms of this article within such length of time as the code enforcement officer has deemed reasonable.
(5) Report to the city council any noncompliance with the notice if then in subsections (3) and (4) hereof.
(6) Appear at all hearings conducted by the city council and testify as to the conditions of substandard banners.
(7) Place a notice on all substandard vinyl banners reading as follows:
"This banner has been found to be a 'substandard banner' by the code enforcement officer. This notice is to remain on this banner until it has been repaired, removed or demolished in accordance with the notice which has been given the owner of this banner and all other persons having an interest in the real property upon which said banner is maintained as shown by the records of the Register of Deeds of the County of Grand Forks. It is unlawful to remove this notice until compliance with such notice."
